  1. of course not.  the monarchy have always been far too selfish to be interested in such things

  2. When Emperor Meiji ascended the Japanese Imperial Throne in 1867, Japan was transformed into a modern industrial state, and its military power was demonstrated in the first Sino-Japanese War (1894–95) and the Russo-Japanese War (1904–5). When the Meiji period ended in 1912, Japan had become a world power.

  3. Culture flourished in England during the famous reign of Elizabeth I (1558-1603). This period in time was known as "England's Golden Age".

Poetry and art flourished (Shakespeare got his start in this era) and England laid the foundations for its empire in the sea voyages of Drake and colonization/exploration voyages of Raleigh. In this time the first English settlement in the New World was set up (briefly) in what is now North Carolina.

A reason for this was that England was at peace in a time of civil and religious warring throughout Europe. During times of peace instead of war, wonderful things could happen.
