The non sponsored ads on Google are not ads, they are what is called organic search engine results. They are listed there because Google's algorithm judged them to be the most relevant pages for the search term.

Unlike Yahoo which has an advertising program so your ad can show up in the actual search results alongside the organic listings, Google wants their organic (or the main search results listings) to be free of ads and just a result of their ranking formula
