There is no need to spam anyone, but it cannot hurt to send your resume and an completed employment application that can be bought at any office supply store, and mail or hand-deliver it to the human resources and another copy to the top person in the company.

You may be able to find what you need online for making originals on the computer and outputting them tailored as you need it to send to the agency.
