Advice for volvo penta diesel been stood 2000 model?

hi, i know someone with a volvo penta inboard diesel year 2000, not sure of model is about 70 hp, does anyone know the model i mean, also its done 65 hours, but been stood in the boat for a few years and wont turn as seized, apparently the owner said he can get it going easily, and will sell it for £2000, will it be damaged if it is stood for so long and not layed up properly, is it worth £2000? If it was not properly stored there are numerous things that could be wrong with the engine.   65 hours is low.  

some questions to ask

Why has in been in storage?  Why does he want to sell it?

Prices seems high but you may have to compare around to see what others selling for in your area.
