Advice on a flash button/navi bar

Question

I have more flash programs than I know what to do with, except I'm having issues trying to make the effects and nav bar look right and function properly.

I want them to look like the navi bar here:

Can anyone give me a step by step or anything at all to help me make the skins and buttons work?

Sense I cant save the buttons I can't look at them to see how they were built... Any advice helps. Thanks
