Affidavits?

i called the U.S consulate and i told them that i'm a u.s citizen needing a passport but i don't have photo id so they said they need someone who i've known for two or more years and an affidavit does the person i bring have to be a u.s citizen? and where can i get an affidavit? I live in toronto.

An affidavit is merely a sworn statement by someone who knows you (need not be a US citizen, but it does not hurt), that identifies who the person is that knows you (affiant), who you are, and how long and under what circumstances the person has known you.  Check to see if the consulate has a specific form or format they wish you to use.  Otherwise, a simple narrative would suffice.
