African American adopting baby from Another Country?

Has any other African-American adopted a child from overseas?

There was a situation last year where an African American woman adopted a toddler from China.  Initially, the adoption was preapproved, but when the formal paperwork went over to Beijing, the application was denied on the basis of the woman's race.  The American adoption agency advocated very strongly for the woman with the Chinese government, and eventually the adoption was allowed to proceed.  However, the agency was precluded from their Chinese adoption program from that point on.
