If you are trying to bring her to the USA then it will be them who would need to approve the visa............If you are going to Brazil then it will their embassy that would approve your visa.

She will have to go to the American Embassy, in Brazil, with all the paperwork, like the license to marry you, or a letter from you with all your documentation, like SSN, ID number, telling that you are going to be responsible for her, I mean, she will stay with you, and if it's the case, that you are going to pay her tickets. To get the visa, she will have to prove that you are going to marry her, that this marriage is for real.

But if you want to marry her there, in Brazil, you both could go the American Embassy, there and get marry there too. Or just get the visa.
