  1. Yes you can commission in the Navy after ROTC (2 year degree) before entering law school. I know in the Army, If you take ROTC for those years, You do not have to go to officer school. You'll will be commissioned through your college/university. Although if you want to work JAG (Law) in the Navy, You will have to complete law school. You can go into a select MOS (JOB) in the Navy while in law school (example, public affair) then re-class your MOS, afterward (JAG). You can commission after obtaining a AA/AS, but you cannot advance past the rank of O-3, until obtaining a BA/BS. I believe you have a certain time limit to do so. So yes, Go through ROTC, get your AA/AS, commission, Continue to BA/BS or higher! Go to law school while in the Navy then after completing the BAR. Work as a lawyer in the military or civilian world.
