Why?

London has plenty to do, indoors.

And plenty to do outdoors when it does dry out.

Giving up on London should only be done when the Thames barrier doesn't work any more (2030, or 2090 with new gates) and its massive replacement barrage hasn't been built due to cost... Only then will Central London have to be abandoned due to its gradual sinking.
