In theory 21 years is the recommended timescale for re-wiring.  In practice it depends on so many variables from environmental factors through to whether the last person in the house was bodge artist.

Safest way is to have a fixed wiring inspection and test carried out by a qualified electrician.  This should be done by everyone anyway just to ensure the wiring is safe, and not liable to cause a fire.  I would recommend the test being done every 5 years as a matter of course.  Just like having your boiler serviced, or your car serviced it makes sense that something that can potentially kill you is tested by a competent person.

a visual wiring and earthing continuity check ought to be made every five years and a total re-wire (assuming good quality cable was used and as dave above says the previous occupant wasn't sticking 40 amp cables together with sellotape) every 25 years.
