  1. The preamble to the constitution  defines the basic premises upon which our democracy was established. The articles define in detail the duties of the established branches of government and the scope of authority. The states were responsible for the everyday welfare of their inhabitants. Certain  things affecting national intetests such as currency,defense, taxation were the responsibility  of the federal government. If the environment produced  by the form of government  provides the atmosphere in which individuals may rise, through their efforts, to a level of security and achievement, it is the initiative of the person which determines success or failure., not the interference of government.

  3. The federal government has only one duty and that is to provide for the safety and security of its people. Anything else is the duty of the states and its citizens.

    We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.
