After reloading XP the only color quality I can get is 4 bit.?

you need to go to the dell website and download your video card/graphics card driver(s) .... your computer is probably running in vga mode

You probably don't have the driver installed for your video/display adapter.  Suggest going to Dell website and looking for it.  Might be painful with only 4 colors.

Install your chipset and video drivers.

Yep, you need drivers for XP to make full use of your display chip, which should be on a cd that came with the laptop or possibly a backup partition. Failing that they can be downloaded from the net.
