it really depends on the base coat. they are all different.

if your in a hurry use your hair dryer on low cool heat. for a few minutes.

   As alluded to, the question would allow different answers depending on the WHAT, such as Fingernail polish, versus staining and sealing a Wooden Floor.

base coat clear coat  SUCKS, but what are you using it for it depends........if its a vehicle get polyurethane or somthing not base coat c**p but what is it that you are painting i know about the vehicles because my step dad paints cars and my moms truck was peeling so he re painted it with bc/cc and a few weeks later it started peeling again from bird c**p and plums in our yard
