Against any laws or codes of labour?

I work at a retail store in the mall called Campus Crew. They give their employees something called 'on-call shifts', meaning that the employee has to phone in to work an hour before their shift to see if they are needed. I think that it is very unfair that the employees have to sit around and wait to see if they have to work or not. It's basically giving up our free time for a company whether we're needed or not! I think it is a very annoying situation, and now that school has started again, I think it is even more annoying. Any help here?
