Age for the olympic year?

Why are some athletes allowed to be younger than others int he olympics. For instance there is the controversy over the Chinese gymnastics team and the girls being to young. But I was watching British's mens diving team the boy was only 14 years old. Is the olympic year the year the Olympics start till the next olympics and that's why the 14 year old is allowed to compete? I'm confused on the age rule for the olympics.

I believe the Olympics itself does not have an age rule.  However, each sports could have rules on ages.
