Age of Empires 3 Helppp?

Okay so i just got this game, playing on moderate i see the opposition build forts. I cant! how do i build a fort???

It's a card you can send from your home city once your home city level is at enough experience.  Try playing a few skirmishes in easy first when no one builds forts till you can earn the fort card for your civilization and than go up to the next difficulty.

You can get a fort from your home city shipments. Its gets kind of useless towards the end of the game though. But it can keep key positions on the Yukon map.
