  2. Yes, the cost is $69 each way.  But they only allow 3 animals in the cabin on any flight.  So make sure that you make a reservation for your pet so that you don't have a problem when you try to check in with your dog.

It does have to be small enough to fit in a carrier under the seat in front of you.  And it will have to stay in the carrier the whole flight (unless you have a FA that will look the other way)!

So you can't sit in bulkhead seat (1st row of business class or 1st row of coach).  There is no seat in front of you in those rows.

You will also not be allowed to sit in an exit row as your responsibilities in a possible emergency will preclude you from taking care of your dog.  You will be helping people and can't be distracted from trying to take care of your dog.

Check out their website at airtran.com and this is the address for the info on traveling with pets:

It gives their policy and dimensions of carrier, etc.  Good luck.

As for the whining - people will ask you to keep your dog quiet if it is disturbing them.  In that case, you might be allowed to put the carrier (or the dog), in your lap and keep it comforted.  It depends on the flight crew and how much of a disturbance your dog is creating.  Generally they will let you do whatever you need to do to keep it calm and quiet even though the "policy" is for it to stay under the seat.
