  1. check to see if it has power like in the breaker box , cause that is where i would turn it off to work on it . then check the thermostat if it is on the wall you can pull the cover off and touch the to wires inside together and listen to see if your a/c kicks on it should happen the moment the wires touch if it does then you need a new thermostat . also some a/c have a access panel an the a/c it self there might be a cut off switch in there .

  2. just had an air conditioner guy come out to a house of mine and inspect so its not hard.  An air conditioner usually has a disconnect switch near it, one on the outside of the house sometimes,  check that.  Then go into maybe the basement and check that fuse box and then on the main fuse box.  Checked all the fuses, and they check out, go the thermostat and turn it on.  If you've been through all the turn on/off phases, then you might have a problem.

  3. 1. Find out who disconnected it, and what they did

    2. Most likely was shut off electrically for safety at either an isolator (switch) at outdoor unit, or in your switchboard/fusebox

  4. If the wires were disconnected then call the contractors that put your sidding on . If you did it your self call an electrician.

  5. the only thing you can check is the thermostat and the fuses. make sure the thermostat is on and then check the fuses. outside you should have elctrical box near your compressor make sure the fuses are in and in the on position.  be careful it is electricity.  if you don't have that electrical box out there check your fuse box.
