I would like to establishing air company for passenger and cargo , but i hope if got more detial or plan . how operation start up

You need to approach the Aviation Authority in your country and they will supply any regulations, restrictions and guidelines as to forming an Aviation related business. You also have to think of insurance and start up  costs.
