  1. 45 inches is the total of the three dimensions, width, depth, height.  Generally it breaks down as 9 x 14 x 22 in as a maximum.

The checked baggage is similar, total of the three dimensions, though the actual dimensions are less rigid.  So my 26 x 18 x 10 is 54 inches, and fits in that 62 inch threshold.

P.S.  Not Linear dimension diameter.  My carryon is a 9 by 14 by 22, the linear dimension would be 62 inches (22+9+22+9) but I and many folks use these.  It's definitely the height + width + depth.
