Sure, as long as you pack it in your "checked" baggage. Airport/Airline  security are more concerned with what you have in your immediate possession, like in your "carry-on" baggage. Of course, you want to make sure it isn't loaded as well! They might ask you if have one in your luggage - just tell them the truth - that it's an "air" gun, it's not loaded, and it's in your checked bags in the airplanes cargo hold.
