Airport tenant fees?

If an airline builds a terminal at an airport ex. jetBlue at JFK (terminal 5) then do they have to pay tenant fees, other than pay rent to JFK?

  1. they have to lease/or own the land they want to do business on, probably from the county's port authority that will be the ones approving all the permits after the fee is paid
