Akasa external enclosure?

I have fitted a second hand but good 2.5 inch hard drive into a new hard drive enclosure as per instructions but on connecting to pc, via usb, only the indicator light flashes very fast and nothing else, extra drive does not appear on pc any suggestion will be most welcome. thanx
