I'm assuming that you're asking who was the better/greater striker between the two?  If you're simply going by their respective career goals tallies, Greavsie blows Shearer out of the water pretty easily IMO, for both their respective clubs and country.  I think that Greavsie's & Shearer's career stats are so widely posted & easy to find on the net that I won't bother to re-post them here.
    But, I think the real issue is that Greaves & Shearer both played two VERY different forward roles through all or most of their respective careers:  Greaves was an out & out striker & Shearer was a number nine centre-forward.  So I think that you might be better served trying to compare like-for-like: Greaves compared to Owen, Shearer VS Tommy Lawton, etc.
