  1. You have ten degrees Fahrenheit (41-50 inclusive).  You have six degrees Celsius (5-10 inclusive).  According to this, 10/6, or 1.666 degrees F equals one degree C.  And, 6/10 degrees, or 0.6 degrees C equals one degree F.

    If you reduce the top scale to 9 and the bottom scale to 5, then you see where the 9/5 and 5/9 come in the translation formulas.

  3. if you are asking if 1 degree F equals -17.222 degrees C and if 1degree C equals 33.8 degrees F then there you go. If not, whatever.
