this stuff is really confusing to me ugghhh

First, change the given line into slope-intercept form (y = mx + b where m is the slope):

5y = -2x + 15

y = -2/5x + 3

So your slope is -2/5.

Now you just need the equation for a line that is parallel (ie, it has the same slope) but goes through the point you mentioned.

You can plug in those points for x and y:

-3 = -2/5(-1) + b

-3 = 2/5 + b

b = -3 2/5 or -17/5

So your equation is y = -2/5x - 17/5.
