What you have to remember is that whatever you do to the left side of an equation, you also do to the right side.

Add 4c to each side

4c - 4c - 11 = 4c + 4c + 21

Combine like terms

- 11 = 8c + 21

And Combine like terms again

-32 = 8c

Finally divide each side by 8

-32/8 = 8c/8
