All Inclusive package at Westin Aruba , but on the menus they add surcharges?

I purchased an all inclusive package for my honeymoon thinking that everything would be taken care of. We could go to a restaurant, eat and not worry about paying . But I noticed after looking at the menus that certain Items have stars next to them to which you have to pay a surcharge of? Are these not included with all inclusive?
