All Lights Normal - No steam or water

Question

The D290 has been sitting in a closet for 2 years. After the machine was plugged in, all lights came on as described in the manual. Pressing one of the "cup" buttons only produces a pumping sound but no water. Same is true for the hot water/steam lever on the top of the machine, a pumping sound, but no water/steam.
