  1. Restart PC

  2. That sounds suspiciously like a virus or malware infection.  Before you go to the trouble of doing that, scan your computer with up-to-date antivirus software AND spyware software.  If you don't have any, Avast is free and works well, as well as Windows Defender or Adaware by Lavasoft.  They all have free versions for home users.

There are also free web scans available - Trendmicro, Symantec, Pandasoftware.

AFTER that, if rebooting your computer doesn't fix it, you can rebuild it by finding the program that starts each program (usually an .exe file) and right clicking on it and pinning it to the start menu.

You can also look for a folder called Start Menu (in Vista it's C:\ProgramData\Microsoft\Windows\Start Menu) and it should have a programs folder in it that has short cuts to all your programs.

I found a site I'll put a link for  that has the default initial start menu short cuts available for download.  You'd only have to recreate the links to other programs you've installed.

  3. You will need to restart the computer. You may need to restore the computer.  Use the help button to restore the computer.  It will restore your computer when it was working correctly.  Good Luck!
