  1. Hi, there was an MTS Allstream fiber optic cable cut in winnipeg.  this outage lasted for serveral hours on wednesday.  it was fixed on thursday.  this outage affected mts allstream manitoba customers long distance. and allstream customers had no local service in western canada and ontario.

  2. Any given medium of telecommunications (landline or wireless) has a finite amount of space available for transmission.  When that space is full, you'll get that message (for a landline) or, typically, a fast busy for a cell phone.  It can be caused by high usage, or by something limiting the amount of space available - for example, a cable being cut, or one being damaged by weather.  It can also be caused by calls being rerouted due to a problem on ANOTHER cable.  It can occur at any point in the lines between where the call originates and the destination.    In general, it's not a bad thing and it rarely lasts for too long - the longer it lasts, the more extensive the disruption.  You might want to call your service provider and tell them of the problem.  They should be able to tell you what the cause is.
