A 90s saying that was popular... back in the day. Its means something is cool.

Cool dude says "Yo' man, look at my new ride!"

90s kid says: "Hey, that's all that and a bag of chips! "

To mean that a person is all that and more. Usually it is an opinion and the only one who thinks it is that person. Other people usually don't believe the person is "all that and a bag of chips."
