All these adverts on tv about helping people get safer water?

Question

What i don't understand is why the government or what ever does not install water systems around the whole country? would this work? maybe even install a water treatment...place. It would even give people some jobs wouldent it?? im not an expert in these areas i was just thinking, no need for comments telling me how stupid i am if it wount work give me a reason, all im saying is england can do it, why cant we do it there?

Government must initiate projects for the protection of water resources and efficient water supply.
