Alltel Smart Phone Question?

My brother and I have a Family Plan, but he has a Moto Q with the unlimited messaging and data. On the site is says that you can add a single Smartphone and share voice/data minutes for $40/month. Now, if i bought the same phone and added it to his, would it cost anything to activate it? Also, would it cost anything to get unlimited messaging too? Thanks!

he would have to pay an activation fee of $25 and the unlim messaging and unlim data would be included in the pricing of the $40 for the 2nd line. if he added another phone to his plan and it wasnt a smartphone, the 2nd line would only be $20 and it would still include unlim messaging, just not the unlimited data.
