Almost new GE quiet speed 2 dishwasher not working...

Question

We have GE quiet speed 2 dishwasher now one year old is not cleaing dishes. We started it and when it is done we noticed that the cascade powder still stuck to the little box and dishes were not cleanly done. I tried it again after few hours but again it did not clean after runnign through the cycle. We do not use dish washer on regular basis, may be once in two weeks. There were some problems before and GE tech came in, he removed the fan and noticed that a little rubber ring is missing and he ordered one for us. We used it afte that and it was working fine.
