  1. Ascent of air in the atmosphere is known as convection. The necessary condition for the formation of convection currents is that the temperature of the ascending air should be more than that of the surroundings.

The angle of sun's rays increases from the tropics towards the poles and therefore the amount of heat received in a given area diminishes in the same direction.Temperature is therefore highest in the tropics and lowest in the poles. The inter tropical convergence zone(ITCZ) where the airmasses from the two hemispheres meet is the ideal place where normally convection currents are found more. The airmasses from the two hemispheres are warm and humid and hence convection starts on a large scale which sometimes leads to formation of tropical storms. This ITCZ lies near the equator and hence the equatorial region (low latitudes) is the place where convection currents forms readily and are stronger also.

  2. I would choose any latitude where there is an abundance of both sunlight and moisture. Tropical and subtropical (non-desert) regions are the best. Both of which are located at low latitudes.
