Hurricane names (and other tropical cyclones around the world) are decided in advance by a committee of the World Meteorological Organization, and the lists are created for usage.  You can see the latest lists here, as well as the history of the practice of naming these systems: http://www.nhc.noaa.gov/aboutnames.shtml


  2. in 1953 the national weather service start naming hurricanes using women's names only by 1979 men's names were alternated with women's names there are 6 lists of Atlantic hurricane names rotating each year so the 2008 list will be reused in 2011 the only way a hurricane is removed from a list is if a hurricane was so devastating that reusing the name is inappropriate thus changing the name so there will never be another hurricane katrina or hurricane andrew is the current years list runs out then the greek alphabet will be used alpha beta etc
