Depends on the person, whatever works best for you.

A mixture of both in my opinion.

If you learn other people's work, you'll get better techniques and be able to play better and more efficiently. However what's the point of learning those techniques if you can't for your life write your own music?

However, if I had to choose between the two, I'd say the second one is more important overall.
