How can we achive a safe and healthy civilization for our children to come?

a civilization needs a system of rules and enforcement of those rules to protect the general population from them selfs(see the illegality of murder and theft) and a military power to protect the general population from other governments. obviously morality can lessen the need, or even cause people to support laws, without as much need for enforcement power.

Then on physical, moral, intellectual, spiritual education, in the family, in school, in society, especially in the religious communities.
