at first the packet is not sealed and it is still open in the top but closed in the packed and the put the ketchup in the packets and melt the one end shut

Technicaly they don't.  They squirt a dabs of ketchup on a sheet, then put another sheet over it, then seal seams around all the dabs of ketchup and then cut them apart.
