Am I Eligible to Apply for H-1B or SIR visa?

I've a master's degree in English and am currently teaching at a high school in Bangladesh where I belong to.Could I try for the H-1B visa in the US or SIR visa in Australia?

Yes, you can apply for an H-1B in the US.  Your best bet is to apply with Universities or other non-profits since they are not subject to the H-1 Cap.

Credible employment record is an advantage for any visa application in the US and Australia but you have to support it with a good bank account and ownership of real properties.
