Am I a complete doofus or was there a complete doofus causing mayhem in the Collins submarine project ?

"Collins Class Submarine Story: Steel, Spies and Spin" alludes to the project.

<<In August 1991, because of the combat system schedule slippage, the contract was amended to provide a two-stage delivery. This was to allow submarine platform trials to proceed in advance of a fully compliant combat system being available.

In September 1993, ASC notified sub-contractor Rockwell of a default in contract (non-delivery of the combat system), but were not allowed by Defence to proceed and instead the delivery method was further changed from two-stage to multiple increments, with increasing functionality and complexity to be introduced with each delivery.>>

If the 1999 information is true, does it look like someone was causing mayhem ?

If we try and extrapolate backwards from 1993 to 1991 to earlier, I get an uncomfortable feeling.

  1. Complex systems border on chaos. What is being attempted is at the very edge of technology and the anomalies inherent in such a project, can be catastrophic. An excellent example is the Manhattan Project. It almost didn&#039;t get done.

    Take heart tho&#039;. Given enough time and enough money, you can send a man to the moon.
