Am I allowed to promote an off eBay website selling many of the same items I am selling in my eBay store......

I guess you mean promoting your goods on your ebay blog / aboutme page and not getting found out or breaking any rules? If so then its okay according to what other have told me. Many do this. - I have one myself lol
