Question:

Am I allowed to set my amp to my speaker's peak wattage?

People say that if you go past the peak power, the speakers blow out. Well then, if having my amp set to the peak power, the speaker can't get blown because the amp doesn't allow the speakers to get past that peak point!!!

Or what about just under a few watts below that peak?

You can't "set" your amps power.  It is what it is.  If you want more or less power, either learn to control the volume button or get smaller amplifiers.  The gain has nothing to do with "setting" the volume either, if you were thinking it did.  The gain is there to match the amps input stage to the output voltage of your head unit.  Also, nobody really pays any attention to peak power, so I'm not sure who you've been talking to.  Most people watch much more closely the rms power rating of things.  As for blowing speakers, the most common thing that blows speakers is clipping from the amplifier.  You can over power, you can under power, but you need to make sure your gains are set correctly.  Improper gain settings will hurt you more then anything else.
