  1. did you make a # notarized  # request to get the print out passport application ?

this is what Costa Rica gov.says about entering the country :

For entry into Costa Rica, U.S. citizens must present valid passports

    Entering Costa Rica

WITHOUT EXCEPTION, all adults and children require the following documents to enter Costa Rica:

a valid passport (expiration date has to be at least 30 days or 6 months after your arrival date, depending on your visa category).

a pre-paid airline ticket to exit Costa Rica (either to return to your country or to go to another country)

    a visa (if required)

If a customer is within two weeks of travel and the website does not show that the passport is completed, travelers should call the National Passport Information Center (NPIC) at 1-877-487-2778 for information and assistance in arranging to have their passports ready for their trips.

Regular processing takes between 10 to 12 weeks. Expedited passport processing takes between two and three weeks. (therefore yours should be coming any day now .

so, i will say that you cannot enter Costa Rica with a printout of your passport ,with all the pages i read about rules and regulations on entering Costa Rica .
