Am I allowed to use Adobe photoshop effects...

in the animated graphics I make?

e.g using the 'tile' effect to create a pattern that moves

and then put it on the internet?

Yes you can, its your work you are adding the effects to and i assume you have a fully licensed copy of Photoshop, and theres nothing that says you cant publish your work with effects added by their program!

Well i use it and there is no reason why you cant do it. Unless you are doing something wrong.
