Question:

Am I an Indonesian Citizen?

I was born in Jakarta Indonesia to an Indonesian father and an American mother. I possess an American and an Indonesian Birth Certificate. I live in the United States since 1990, and have not been back to Indonesia since. I only physically have an American passport - but am I eligible for an Indonesian one too? My birth certificate says that I was born WNI (Warga Negara Indonesia) but do I lose this after not being to Indonesia for a while, or by having a US passport?

if they make this law retroactive, you have full Indonesian citizenship.

but if the law only starts when it is passed ( which it may not have done yet) then you don't.

Either way , these are the people you would have to work through  and they could tell you what law you fall under now.
