Am I still capable of being accepted?

If I am at the top of my class (Valedictorian or Salutatorian), but I earn a 24 on the ACT, do you think I can still get into UVM Ann Arbor. My GPA average is around a 4.36 and I just finished my Junior year. By next year, my GPA would reach 4.5. My transcript is straight As.
