Do what your mates do so you dnt get the trend wrong. Depends what you're comfortable with. Some girls would be digusted if you went commando, others would rather it. So either or.

I don't think there are any rules or regulations governing this, which means that all may decide this matter as they think best.  I always favor simplicity which usually means that less is better.

Indy board shorts are made to be quick dry if you were any underware underneith they will hold the water and stay wet longer. Board shorts do not have a liner but actually are made to be worn comando

If they come with the mesh liner, then that is all you need.

If they have no liner, you can either go commando, which a lot of guys do, or wear a jockstrap for support and to keep your stuff in place. Boxers or briefs are not good, because they absorb water and stay wet and clammy against your skin after swimming. Jocks are made of material that dries quickly.

Unlike swim trunks with he mesh liner inside board shorts were more intended for underwear use since they don't have the liner.  Most people also don't wear board shorts just in the water - but as everyday wear.  For water sports I would wear quick drying boxers like Under Amour, Patagonia, Ex-officio.  Deffinately not cotton.

I have seen a number of guys sorry they didn't wear boxers of some kind underneath when their board shorts fell down.

You aren't supposed to wear anything under board shorts. Since you can wear those as swimwear, anything under would just be uncomfortable.
